Artsakh Accepts Russian Peacekeepers' Mediation for Ceasefire and Disarmament

The authorities of Artsakh have agreed to accept the mediation of Russian peacekeepers in order to establish a ceasefire. The decision was made to disarm the Artsakh Defense Army and withdraw all forces, following a meeting convened by President Samvel Shahramanyan with members of the Security Council and former presidents of Artsakh.

According to the agreement issued by the Presidential Council through the Artsakh Info Center, the following terms have been established:

  1. The Russian peacekeeping contingent stationed in Artsakh has successfully mediated an agreement for a complete cessation of hostilities, starting from 13:00 on September 20, 2023.
  2. Additionally, it has been agreed upon that the remaining units and servicemen of the Armed Forces of the Republic of Armenia will withdraw from the deployment zone of the Russian peacekeeping contingent. This withdrawal includes the disbandment and complete disarmament of the armed formations of the "Defense Army of Artsakh," as well as the prompt removal of heavy equipment and weapons from the territory of Artsakh.
  3. Matters concerning reintegration and the protection of rights and security for the Armenians of Artsakh, as well as issues related to the livelihood of the Artsakh population within the framework of the Constitution of Azerbaijan, will be discussed in accordance with the agreement. Representatives of the local Armenian population and representatives from the central authorities of the Republic of Azerbaijan will hold these discussions in a meeting scheduled to take place in the city of Yevlakh on September 21, 2023, and subsequent sessions will follow.
