The European Commission recommends extending smoke-free policies to e-cigarettes and heated tobacco products to better protect citizens from passive smoking and aerosols.

In an effort to protect citizens, especially children and young people, from the harmful effects of passive smoking, the European Commission recommends that Member States extend smoke-free policies to key outdoor spaces. These recommendations also encompass e-cigarettes and other heated tobacco products.

Outdoor Spaces Included:

The initiative targets outdoor areas where children are likely to congregate, such as:

  • Public playgrounds
  • Leisure parks
  • Swimming pools
  • Outdoor areas connected to healthcare and education facilities
  • Public buildings
  • Service facilities
  • Bus stops
  • Transport stations

Addressing Emerging Products:

The Commission specifically recommends extending smoke-free environment policies to include emerging products like heated tobacco products (HTPs) and e-cigarettes. These products have seen a significant increase in market share, often employing misleading marketing tactics that tout their supposed safety or usefulness as smoking cessation tools. However, the World Health Organization (WHO) highlights the negative health effects of passive exposure to these products, including respiratory and cardiovascular problems. Additionally, these products can lead to nicotine addiction and dual use with traditional tobacco products.

Member State Implementation:

Recognizing that health policy falls under the purview of individual Member States, the Commission encourages them to implement these recommendations through their own policies, taking into account national conditions and needs.

Combating Tobacco's Impact:

The Commission emphasizes that tobacco remains the leading risk factor for cancer, accounting for over a quarter of cancer deaths in the EU, Iceland, and Norway. Smoke-free environments have demonstrably improved public health, leading to fewer deaths, fewer heart attacks, and improved respiratory health.
