Greece and Ukraine Sign Bilateral Security Agreement in Brussels

In a significant diplomatic move, Greek Prime Minister Kyriakos Mitsotakis and Ukrainian President Volodymyr Zelenskiy signed a bilateral security agreement on Thursday during the European Council summit in Brussels.

The agreement strengthens cooperation between Greece and Ukraine on security and makes Greece the 21st European Union member to sign such a deal with Ukraine.

This bilateral pact builds on earlier commitments, following Greece’s endorsement of the G7 Statement in support of Ukraine’s security, as well as an EU-Ukraine security agreement signed on June 27, 2024. According to the Greek government, the agreement paves the way for Greece to play an active role in Ukraine’s post-war reconstruction efforts.

The agreement focuses on multifaceted support for Ukraine, enhancing the country’s resilience and assisting in its ongoing EU accession efforts. It encompasses cooperation in key sectors such as the economy, reforms, energy, civil protection, cultural cooperation, and the protection of Ukraine’s cultural heritage. A central focus is on the reconstruction of Ukraine, particularly in Odessa, a city with deep historical ties to Greece. Mitsotakis had previously pledged Greek support for Odessa’s rebuilding during a visit in March.

The deal also outlines opportunities for Greek companies to participate in Ukraine’s reconstruction efforts, promoting partnerships with both European and Ukrainian firms. This includes collaboration in green energy production, maritime transport, logistics, and joint ventures between companies from both countries.

While the agreement covers multiple areas, military and defense support remains a sensitive issue. Greek government sources reaffirmed the country’s continued military assistance to Ukraine, within the limits of its domestic defense capabilities, and in line with commitments made to the EU and NATO.

Greece has been a vocal supporter of Ukraine throughout the conflict and organized a major Conference on the Reconstruction of Ukraine in February, further highlighting its commitment to aiding Ukraine’s recovery.
