Advancing Judicial Infrastructure: Greek Government Presses Forward with Courthouse Projects Despite PPP Pauses

While the government has clearly stated that it is postponing certain Public-Private Partnership projects (PPP) and availability payments due to the strain on public finances, the projects for new judicial buildings, totaling 300 million euros, are progressing smoothly.

The construction of new courthouses, the renovation of old buildings, and the overall upgrade of the justice infrastructure are central to the agreement with the European Commission on the Recovery Fund (via PPP). New buildings, advanced technological systems, training for judges, judicial police, and other measures constitute milestones for receiving installments from the Recovery Fund. Some of these milestones are expected to be achieved within the new year.

For this reason, the announcement of the third tender for courthouses was made a few days ago, with a budget of 86.9 million euros and an expression of interest deadline on January 23. The third package includes the construction of a new courthouse in Heraklion and the reconstruction of the courthouse in Rethymnon. The selected contractor will be responsible for the maintenance and management of these two public buildings for 30 years, including the three-year construction period.

In the second stage, with five candidates, is the PPP tender for the project "Construction of Courthouses in Lamia, Volos, a new wing of the Courthouse in Karditsa, and the reconstruction of the existing Courthouse in Trikala, along with their maintenance and management through PPP." The initial budget for this project is 48.3 million euros. AVAX, AKTOR CONCESSIONS, GEK TERNA, MYTILINEOS – ATESE, INTRAKAT – TEKAL are expected to submit binding offers in the coming months. The project involves the study, financing, construction of new courthouses in Lamia and Volos, a new wing in the courthouse in Karditsa, and the reconstruction of the existing courthouse in Trikala, as well as maintenance for 30 years.

In the final stage is the largest of the three PPPs for courthouses, totaling 120 million euros. This project includes the construction of courts in Edessa, Serres, Kilkis, and the reconstruction of the courthouse in Thessaloniki. In the last phase, we have GEK TERNA, AKTOR Concessions, AVAX, Mytileneos – ATESE, and Intrakat – Redex (Kopelouzo group).
