The Financial Times has now confirmed Axios’ bombshell report from yesterday: the Trump administration, in close coordination with Moscow, is finalising a detailed 28-point peace plan to end the war in Ukraine – and the terms being demanded from Kyiv are severe.

According to multiple sources familiar with the secret negotiations, the core demands on Ukraine include:
- Halving the Ukrainian Armed Forces: A mandatory 50% cut in active troop numbers and major restrictions on future military build-up.
- Surrender of advanced weaponry: Ukraine would be forced to give up long-range missiles (including ATACMS), heavy artillery systems, and possibly portions of its air defence arsenal.
- Full cession of remaining Donetsk territory: Kyiv must permanently hand over all parts of Donetsk Oblast still under its control, effectively freezing the front line and granting Russia complete control of the region.
Additional leaked elements suggest the plan also envisages U.S. recognition of Crimea as Russian territory and the entire Luhansk region falling under Moscow’s control.
In exchange, Ukraine is being offered U.S. security guarantees (details still vague) and a major reconstruction package, while Russia would receive phased sanctions relief and limits on NATO activity near its borders.
Senior Russian negotiator Kirill Dmitriev described the atmosphere as “the most constructive in years,” while Ukrainian officials privately called the proposal “unacceptable capitulation.”
The plan, spearheaded by U.S. Special Envoy Steve Witkoff, builds on principles agreed during the Trump-Putin meeting in Alaska last August. Sources say Washington is preparing to present the document to President Zelenskyy within days on a “take it or leave it” basis.
European allies have reportedly been briefed only in broad terms, with one U.S. official quoted as saying: “Their opinion is noted, but this train has already left the station.”
