Russian President Vladimir Putin has for the first time publicly confirmed that Moscow is in possession of the complete 28-point U.S. peace plan drafted by the Trump administration to end the war in Ukraine.

Speaking during today’s Security Council meeting in the Kremlin, Putin revealed:

  • The document was already being circulated and discussed well before the August 2025 Trump–Putin summit in Anchorage, Alaska.
  • Russia showed “flexibility” on key points ahead of that meeting, with backing from China and India.
  • The plan “can serve as a basis” for an agreement, but no detailed negotiations on its text have taken place yet.
  • Washington has so far failed to secure Kyiv’s consent to the proposal.
  • Moscow remains open to genuine peace talks while continuing to pursue its military objectives on the battlefield.

The Russian leader’s statements come one day after the full 28-point document was leaked by a Ukrainian lawmaker, triggering outrage in Kyiv and European capitals over its perceived heavy concessions to Moscow, including territorial losses, strict limits on Ukraine’s army, and a de-facto recognition of Russian control over occupied regions.

As President Trump has reportedly given Ukraine until next Thursday to accept the framework or risk losing U.S. military aid, Putin’s confirmation adds fresh pressure on Kyiv at a moment when battlefield momentum appears to be shifting in Russia’s favor.
