The Greek Ministry of Environment and Energy has approved and published the initial lists for the “Exoikonomo 2025” energy-saving program, covering more than 33,000 applicants nationwide, including approximately 25,000 individuals belonging to vulnerable social groups.
The program’s budget amounts to €720 million. Beginning this week, eligible participants will be able to select their financing scheme, enabling the start of advance payments for approved projects.
“Exoikonomo 2025” offers high subsidy rates and dedicated funding for vulnerable households, including families with persons with disabilities (PwD), families with three or more dependent children, and households affected by earthquakes or natural disasters.
According to Ministry data, the approval of the “Exoikonomo 2025” lists brings the total number of households enrolled in energy-upgrade and efficiency programs over the past 15 days to more than 135,000, representing a combined budget exceeding €1.1 billion.
The Ministry has launched multiple initiatives to strengthen energy-efficiency schemes through increased budgets, simplified procedures, and deadline extensions:

“Change Heating & Water Heater System” Program: More than 100,000 applications approved, with a total budget of approximately €350 million (including VAT).

“Renovate for Youth” Program: 2,679 applications approved, with a budget of roughly €37 million (including VAT).
“These programs are implemented within the framework of the National Recovery and Resilience Plan ‘Greece 2.0,’ with funding from the European Union,” the Ministry stated. “This ensures that the country’s energy transition proceeds with social fairness, offering all citizens access to clean, efficient, and financially sustainable energy-upgrade solutions.”
