Train Accident Highlights Regulatory Failures and Lack of Emergency Coordination

A train accident, bearing similarities to the tragic Tempi disaster a year later, has brought attention to the inadequate safety measures and coordination between railway authorities in Greece.

The incident, which occurred in January 2022, involved the InterCity 54 train experiencing engine trouble while navigating a snowstorm.

In an attempt to resolve the issue and get the stranded train moving again, another locomotive was dispatched to clear the tracks. However, tragedy struck when the rescue locomotive, traveling at excessive speed, slammed into the stationary train. While several passengers sustained injuries, fortunately, no fatalities were reported.

Following the incident, an investigation conducted by the Regulatory Authority for Railways (RAS) unveiled numerous violations of traffic regulations and speed limits, along with a lack of coordination between Hellenic Train and the Hellenic Railways Organization (OSE) in responding to emergency situations. These shortcomings were noted as contributing factors to the accident.

Angered by the lapse in safety measures, affected passengers pursued legal action against the responsible parties. However, progress in the criminal investigation has been sluggish, leaving victims and their families frustrated.

Hellenic Train, in an attempt to deflect blame, cited icy tracks as the cause of the accident. Nevertheless, RAS in its investigation identified multiple oversights and violations, which resulted in penalties for both Hellenic Train and OSE. Key among the findings was the failure of the stationmaster at Oinoi to issue a proper notice to the locomotive drivers about the occupied track.

The investigation further exposed the inadequate emergency response plan implemented by OSE. RAS criticized the organization for its failure to activate the plan, further exacerbating the severity of the accident.

With this incident acting as a wake-up call, authorities are now under pressure to reassess and enhance safety measures across the Greek railway network. The incident has not only highlighted the regulatory failures but also emphasized the dire necessity for increased coordination and communication between Hellenic Train and OSE during emergency situations.

As the legal battles continue and progress in the criminal investigation remains slow, hopes are pinned on the authorities taking swift actions to rectify the systemic issues that led to this tragic incident. It is crucial to prevent similar accidents in the future and ensure the safety of all passengers relying on the Greek rail network.
