Greece has achieved a notable international distinction, with the Greek passport securing joint second place in the 2026 Nomad Capitalist Passport Index, according to rankings released late last year by the offshore advisory firm Nomad Capitalist.
The high placement underscores Greece’s rising status as a destination offering strong global mobility, favourable tax treatment, and personal freedom for entrepreneurs, investors, and high-net-worth individuals seeking international flexibility. Greece shares second place with Ireland and Romania, while Malta claimed the top position in the 2026 index.
The Nomad Capitalist Passport Index assesses 199 citizenships worldwide using five weighted criteria: visa-free travel (50%), taxation (20%), global perception (10%), dual citizenship allowances (10%), and personal freedom (10%). Unlike traditional passport rankings that focus primarily on travel access, the index evaluates the overall lifestyle and strategic advantages sought by so-called “nomad capitalists” — individuals who structure their lives and businesses across borders.
Greece performed particularly strongly in visa-free travel, offering access to approximately 175 destinations either without a visa or with minimal entry requirements. Its full European Union membership provides seamless movement across the Schengen Area, while its increasingly positive global reputation and flexible stance on dual citizenship further strengthened its ranking.
Another key factor contributing to Greece’s performance is its favourable tax framework for non-domiciled residents, which allows foreign income to remain untaxed under specific conditions, enhancing its appeal to internationally mobile individuals.
Malta secured first place in the index, with Nomad Capitalist citing its tax clarity, non-domiciled regime, and strong EU mobility as decisive advantages. Cyprus rounded out the top five, reinforcing the dominance of European and Mediterranean countries in the upper tier of the rankings.
Commenting on the results, Nomad Capitalist Chief Growth Officer Khatia Gelbakhiani said that Malta’s rise to the top reflects consistent policy choices, while Greece’s shared second-place ranking demonstrates the growing strength of EU passports offering a balance of mobility, tax efficiency, and personal freedoms.
The recognition is seen as a boost for Greek citizens and the global Greek diaspora, reinforcing Greece’s position at a time when multiple citizenships are increasingly viewed as a safeguard for opportunity, security, and international access.
