The White House has announced the formation of the Board of Peace (also referred to as the Peace Council), a body tasked with temporarily supervising Gaza's governance and overseeing reconstruction and stabilization efforts as part of the second phase of U.S. President Donald Trump's peace plan for the region.
Key members of the founding executive board include Secretary of State Marco Rubio, Middle East special envoy Steve Witkoff, Trump adviser and son-in-law Jared Kushner, and former British Prime Minister Tony Blair. The board, chaired by President Trump, is supported by UN Security Council Resolution 2803 (adopted in November 2025), which endorses the broader Comprehensive Plan to End the Gaza Conflict, authorizes an international stabilization force, and welcomes the board's role in transitional governance.
Invitations to join the wider Board of Peace—which includes around 60 heads of state and prominent figures—have been extended to leaders such as Egyptian President Abdel-Fattah al-Sisi and Turkish President Recep Tayyip Erdoğan. Turkey's Presidential Communications Director Burhanettin Duran confirmed that Trump invited Erdoğan to serve as a founding member responsible for Gaza's reconstruction and security. Initial Turkish media and public reactions highlighted Erdoğan's invitation while suggesting exclusions of other regional players, but official presidential letters were also sent to both Greece and Cyprus, confirming their inclusion. This participation represents a significant diplomatic upgrade for Athens and Nicosia, enhancing their international profile and influence in eastern Mediterranean and Middle East developments.
A separate Palestinian technocratic committee (sometimes called the Gaza Executive Committee or National Committee for the Administration of Gaza) has been established to handle day-to-day civil administration during the transition.
Israeli Prime Minister Benjamin Netanyahu has criticized the composition of this Gaza Executive Committee, describing it as uncoordinated with Israel and contrary to its policies—particularly due to the involvement of figures from countries like Turkey and Qatar. He has directed Foreign Minister Gideon Sa'ar to raise these concerns directly with U.S. Secretary of State Marco Rubio.
This structure aims to support demilitarization, humanitarian aid resumption, and long-term stability in Gaza following the recent ceasefire.
